Background information

The VUFO-NGO Resource Centre was established in 1993 by
international non-governmental organisations (INGOs) working
in Vietnam, with support from the Vietnam Union of
Friendship Organisations (VUFO). The Centre operates is a
membership-based organisation, with more than one hundred
and thirty (130) INGO members. Services are provided to both
member and non-member INGOs and their partners including
Vietnamese governmental and non-governmental organizations,
as well as international donors, researchers, consultants,
etc.

The objectives of the Centre are:

. • to promote, facilitate and contribute to the sharing
of information, resources and experiences within and between
INGOs, their partners and local organisations, in order to
improve the quality and impact of their work in Vietnam; and

• to strengthen the relationship and enhance the dialogue
between INGOs and other development actors in Vietnam,
including government agencies, donors and local
organizations

Reflecting these objectives, core activities and services of
the Centre include:

. • the monthly NGO Forum meeting and around 14 other
sectoral and cross-sectoral working groups, bringing
together INGOs, Vietnamese NGOs, donors, government
personnel, consultants and others

. • a Newsletter and other news and information sharing
via our mailing lists

. • a Library of development resources

. • many online resources available on our website

. • a comprehensive Directory of INGOs in Vietnam,
published annually in English and Vietnamese

. • information and assistance provided to NGOs as needed
on program and operational issues

. • fostering dialogue between INGOs and government
agencies, donors, etc.

Objectives of the mandate

. _ Help to choose a provider and a package for the NGO
ressource centre dedicated webserver and mailserver
according to the budget of the NGO ressource centre

. _ Install necessary software and configuration for the
operation of the webserver and mailserver (see below for
details)

. _ Move the actual mailserver configuration (including
few mailing lists) and content to the new one (see below for
details)

. _ Move DNS information to ensure smooth transition from
old to new server

. _ Ensure 1 year of remote support to the NGO ressource
centre.



Situation :

The NGO ressource centre wants upgrade is whole information
technology infrastructure, one part of the project is to
make the NGO ressource centre independent, and to provide a
wider range of service to its members such as mailing list
or virtual hosting as well as virtualizing most of its
services. The base install sub project is the begining of
this.



Choice of the provider and dedicated server:

Some information about the choice of the provider and
dedicated server by the consultant and the NGO ressource
centre

. _ The NGO ressource centre will pay directly the
provider,

. _ The provider must be located in Hong Kong or
anywhere near vietnam enough to have good bandwidth and
response time

. _ The provider will be choosen against the established
processed at the NGO ressource centre (three formal
quotations)

. _ The provider must install GNU/linux (preferably
Debian) with a partionning scheme suitable for the a dual
purpose server (mail + web separate partition for /mail and
/www)

. _ The provider will change the R-DNS information in due
time

. _ The dedicated server must be able to bear the load in
term of CPU, memory and bandwidth (minimum P4 with 1gb RAM
and 80gb)

. _ The mail server must be able to cope with a charge of
over 3 thousands emails per hour and virus

. _ The web server must be able to cope with a charge of
a busy website gb per month and more than 6000 unique
visitors.

. _ Unless stated otherwise by the consultant and the
technical advisor of the NGO ressource centre, it is
prefered to have a control panel included in the package

. _ Finally the server monthly / yearly price must
comply with the NGO ressource centre budget



Necessary software and configuration

The dual purpose mail and web server should have the
following installed and configured

. _ Apache 2.0, perl, python, php, mysql

. _ postfix or Dovecot for POP3 and IMAP

. _ Courier

. _ Mailman

. _ clamavis + Spamassasin + clamcour (scan all incoming
email)

. _ RoundCube + SquirrelMail + Horde (SSL from
authentication to log off)

. _ all mailbox should be in maildir format

. _ root access for ssh should be disabled

. _ MySQL or LDAP user authentication

. _ Any other application required by the mandate



Maintenance phase

Maintenance phase starts after the delivery and cover bugs,
security patches as well as other software updates.
Maintenance can be done remotely.



Necessary qualification for the consultant

. _ University degree in computer science

. _ Proven senior unix/linux system administrator

. _ Strong knowledge of BIND and DNS, and DNS transfer

. _ Strong knowledge of all mail protocols

. _ Knowledge of Apache and MTA tweaking

. _ LDAP knowledge is a plus

. _ Being able to work under tight deadline

. _ Generally open source oriented

. _ Capable of reporting



Deadlines and how to apply

. _ All proposal should be received at latest thursday
15th march 2006 at 17h00

. _ The proposal should include a CV and a page where we
can find, the price and a brief

description on how the consultant will intend to accomplish
the mission



. _ The contract work start on saturday 18th march 2006
and delivery should be two week after

. _ All question should be directed to david@ngowiki.net

. _ Final answer and contract signing friday 17th march
2006 in the afternoon.
