Building cooperation in the field of open-source for eGovernance (http://www.cosgov.org) In its first edition, the COSGov Vietnam Conference will focus on building cooperation in the field of open-source for eGovernance. The event will take place in Hanoi, Vietnam on September 28-30, 2005. In 2004, the Vietnamese Government has identified Open Source as a way not only to reinforce the national software infrastructure required for efficient governance, but also to give a new chance for Vietnam to master this infrastructure and incubate a national software industry. In this context, the COSGov Conference will bring together public and private sector professionals focused on transforming government operations through open source software as a mean to improve public services and consolidate cooperation across agencies. It will be a forum to present case studies of best practises, and explore tools to support e-government initiatives across federal, state, and local government organisations. Submissions should be sent by email before June 15th 2005 at: cosgov@objectweb.org. More information may be found in the Call For Presentations. a.. Include public sector and government officials as presenters. These submissions receive top priority. b.. Discuss case studies of development, program management, or transition planning integration, including results and lessons learnt. c.. Highlight practical application of technologies and strategies to meet government objectives. The topics of the conference include, but are not limited to: a.. Public eServices for education, training and research b.. Public eServices for business, such as tax, VAT, social contributions for employees, company registration, customs, public procurement, etc. c.. Public eServices for transport d.. Public eServices for health e.. Cooperation within and between government agencies e.g. for data sharing and exchange, for developing trans-regional/national ICT networks f.. Legal Issues g.. Interoperability and Open Standards Issues h.. Security Issues i.. Cost Sharing and Savings Potential. Submission guidelines: Your submission must include all of the following:
a.. The title of the presentation. b.. An abstract of the presentation (Approximately 400 words). c.. For each speaker, the speaker name, title, company, professional street and email addresses, phone and fax numbers. Addresses, phone and fax numbers are for organization purposes only and will not be distributed to third parties without prior agreement. d.. A short biography of the proposed speaker(s) showing relevant experience and qualification to speak on the proposed subject matter (not to exceed 200 words). Proposals can be submitted in English or Vietnamese. Sessions are 45 min long including questions. Presentations are to be given in English or Vietnamese. A simultaneous translation service from English to Vietnamese and from Vietnamese to English will be provided during the conference. The primary speaker (one per session) will receive a reasonable compensation for travel and accommodation cost depending on their country of origin.
