INVITATION TO TENDER FOR LOCAL AMINISTRATION NETWORK (LAN) INSTALLATION The Project “Support to the Public Administration Reform Programme in the Ministry of Agriculture and Rural Development ”, VIE/02/016, is now inviting companies to submit their bid proposals to install LAN in eight Departments of Agriculture and Rural Development located accross Vietnam. Project VIE/02/016 ‘Support to the Public Administration Reform in the Ministry of Agriculture and Rural Development’ organizes an open bidding to select one qualified contractor to Install new 8 LAN systems for 8 DARDs basing on the detail enclosed Terms of Reference. INVITATION LETTER To: Interested contractors Distinguish Company/Organization, 1. You are kindly requested to send a service delivery proposal to the above-mentioned project. Your proposal can create the basis for a contract between your organization and the National Executive Agency (NEA). 2. Your proposal must be suitable with the Terms of Reference (TOR), which clarifies requirements to be met and is enclosed with this letter in the annex 1. This Terms of Reference will provide the basis for preparing any contracts arising from this requirement. This letter, in any cases, will not be understood as a request for signing contract with your organization. 3. A two-phase process will be applied to evaluate your proposal: (i) evaluating technical proposal, and (ii) evaluating financial proposal. Technical Proposal 4. Your technical proposal should include, but not necessarily be limited to, the following information: a) A brief description of your firm/institution and an outline of recent experience on projects of a similar nature in Viet Nam. You should also provide any other information that will facilitate our evaluation of your company/organization’s reliability and capacity to meet our requirements. b) Any comments or suggestions on the TOR or on the data, support services and facilities to be provided by the Designated Agency. c) Your detailed description of the manner in which your company/organization would respond to the TOR. Include the number of person-months in each specialization that you consider necessary to carry out all work required. Bar-charts should support your proposal. d) The composition of your proposed work tasks (including supervisory) which would be assigned to each. e) The curriculum vitae of the professional members of the team. 5. Technical proposals will be evaluated using the following criteria: a) The company/organization’s general reliability as well as experience and capacity in the specific field of the assignment (200/1000 Points); b) The approach in responding to the TOR and the detailed work plan (500/1000 points); c) The qualifications and competence of the personnel proposed for the assignment for a total of (300/1000 points). The personnel will be rated in accordance with: (i) their general qualifications (100 points); (ii) suitability for the assignment (experience) (200 points); and 6. If you consider that your company/organization does not have all the expertise for the assignment, there is no objection to your company/organization associating with another company/organization to enable a full range of expertise to be proposed. However, your company/organization may participate in only one such joint proposal. Financial Proposal 7. Your financial proposal must contain an overall quotation in Vietnamese Dong for all services to be provided and must itemize the following: a) An all-inclusive day rate for each team member (professional and administrative); b) An all-inclusive amount for local travel and DSA, if any; c) Other costs, if any (indicating nature and breakdown); d) Summary of total cost for the services proposed. Also propose a schedule of payments. 8. Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable as a direct cost of the assignment. Submission of Technical and Financial Proposals 9. Your proposal is divided into two ones, technical and financial proposals. Both technical and financial proposal shall be duplicated in 04 English and 04 Vietnamese copies and be handed in at the same time. The technical and financial proposal shall be in two separate envelops which are sealed and marked clearly. These envelops must be sent to the address indicated in point 13 bellow before 16:30 April 18, 2005. Any proposals submitted at anytime later than the indicated deadline or insufficient to the above-mentioned requirements, will not be evaluated. 10. You are kindly requested to keep your proposals within 30 days since the deadline. NEA will make great efforts to select one and/or some organizations in this period. 11. It should be noted that NEA is not bound to select any organization which have handed in the proposals. Contract will be signed with the proposal which is understood to best meet the requirements of the Project, of which economical factor and effiency have been evaluated. In any cases, NEA will not bind itself to select the organization which offers the lowest price. 12. It is supposed that the contract to be signed, you can be ready for implementation of the assignment on May 2, 2005. 13.
