There's no official standard on this, as far as I know. As you browse Vietnamese websites, there are still many examples of
inconsistencies on diacritical mark placement for some of the words, for example, "thụy" or "thuỵ", "tòa" or "toà". Most
Vietnamese keyboard drivers, like Unikey, try to accomodate both styles.
