Call for Tender The United Nations Developement Programme (UNDP) in Ha Noi is looking for a qualified IT company to develop the DCRe and DCRi (Development Cooperation Report). You are requested to submit in the English language a proposal for services in respect of the project identified above. Your proposal could form the basis for a contract between your company/organization and the United Nations Development Programme (UNDP) Ha Noi, Viet Nam. 2. Your proposal should address the Terms of Reference (TOR), attached to this letter as Annex 1, which describe the requirements to be met. These TOR will be used in the preparation of any contract arising out of this request. This letter is not to be construed in any way as an offer to contract with your company/organization. 3. A two-stage procedure will be utilized in evaluating the proposals: 1) evaluation of technical proposals, and 2) evaluation of financial proposals. Technical Proposal 4. Your technical proposal should include, but not necessarily be limited to, the following information: a) A brief description of your firm/institution and an outline of recent experience on projects of a similar nature in Viet Nam. You should also provide any other information that will facilitate our evaluation of your company/organization's reliability and capacity to meet our requirements. b) Any comments or suggestions on the TOR or on the data, support services and facilities to be provided by UNDP Viet Nam. c) Your detailed description of the manner in which your company/organization would respond to the TOR. Include the number of person-months in each specialization that you consider necessary to carry out all work required. Bar-charts should support your proposal. d) The composition of your proposed and the work tasks (including supervisory) which would be assigned to each. e) The curriculum vitae of the professional members of the team. 5. Technical proposals will be evaluated using the following criteria: a) the company/organization's general reliability as well as experience and capacity in the specific field of the assignment (200 points); b) the approach in responding to the TOR and the detailed work plan (400 points); c) the qualifications and competence of the personnel proposed for the assignment for a total of (400 points). The personnel will be rated in accordance with: (i) their general qualifications (150 points); (ii) suitability for the assignment (250 points) 6. If you consider that your company/organization does not have all the expertise for the assignment, there is no objection to your company/organization associating with another company/organization to enable a full range of expertise to be proposed. However, your company/organization may participate in only one such joint proposal. Financial Proposal 7. Your financial proposal must contain an overall quotation in Vietnamese dong for all services to be provided and must itemize the following: a) An all-inclusive day rate for each team member (professional and administrative); b) An all-inclusive amount for local travel and DSA, if any; c) Other costs, if any (indicating nature and breakdown); d) Summary of total cost for the services proposed. Also propose a schedule of payments. 8. Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable as a direct cost of the assignment. Submission of Technical and Financial Proposals 9. Your proposal is to be divided into a technical and a financial proposal, both submitted in two copies simultaneously and in separate and sealed envelopes with the contents of each clearly marked. It should be delivered to: UNDP on or before 09.00 a.m, 2 February 2004. All proposals submitted after that date or proposals not in conformity with the requirements specified above will not be considered. 10. Your are requested to hold your proposal valid for 60 days from the deadline for submission. UNDP will make its best effort to select a company/organization within this period. 11. Please note that UNDP is not bound to select any of the companies/organizations submitting proposals. A contract will be awarded in respect of the proposal which is considered most responsive to the needs of the project concerned with due consideration being given to economy and efficiency. UNDP does not bind itself in any way to select the company/organization offering the lowest price. 12. Assuming that a contract can be satisfactorily concluded by 15 February 2004, the assignment is expected to commence immediately upon signing contract. 13. Any questions on the TOR should be referred to Ms. Le Le Lan, Programme Assistant, telephone No. 942 1495 (ext. 226). Any written reply to a particular question may be copied to all other invited companies/organizations, at the discretion of UNDP.
TOR FOR THE DEVELOPMENT OF DCRe AND DCRi I. Background: As a service to the donor community, UNDP publishes and sends annually to donors the DCR CD-Rom (DCRe), together with the booklet. The internet version (DCRi) is also updated for public access. II. Scope of work: This year, UNDP plans to produce the web based and searchable DCRe and put it on the web site (DCRi). Detail work requirements are as follows: DCRe: Produce the web-based and searchable DCRe version with provision of 1000 copies of the CD-Rom DCRi: Put the searchable DCRe on the UNDP website III. Duration and deadline: The assignment is expected to commence 15th February 2004 and must be completed by the 15th April 2004 IV. Other Requirements: 1) The interface of the web based DCRe must be user-friendly 2) The layout of the CD-Rom cover must be approved by UNDP 3) The software used needs to be compatible with the UNDP server and agreed in advance with UNDP IT 4) The files should be certifiably clean of viruses 5) Web pages should be coded using relative links to other pages, to better allow them to be localized on our website 6) HTML pages should not contain proprietary Microsoft Markup since it can interfere with page formatting in different browsers 7) The Vietnamese version should use Unicode 8) The product should address concerns of accessibility for the disabled 9) The web pages should conform to UNDP website style 10) Web pages will be located in the website folder and should be updatable by the UNDP Web manager (preferably in Dream weaver) 11) The source code must be provided to IT of UNDP 12) There might be slight changes in output requirements and the contractor must be willing to perform the work to the satisfaction of UNDP
