UNESCO: National UN Volunteer in ICT for Development (ICT4D) and Education

National UN Volunteer Specialist in Information and Communication
Technology for Development (ICT4D) and Education

United Nations Volunteers (UNV) is looking for a qualified
Vietnamese national to work as Specialist in Information and
Communication Technology for Development (ICT4D) and
Education at the UNESCO Office in Hanoi. The duration of
the full-time position is one (1) year.

Background UNESCO’s core missions – to promote “the free
exchange of ideas and knowledge” and to “maintain, increase
and diffuse knowledge” – have possibly never been more
relevant as ICTs open up new horizons for progress and the
exchange of knowledge, education and training, and for the
promotion of creativity and intercultural dialogue. UNESCO
puts emphasis on the content aspect of the Information
Society, including its social, cultural and ethical
dimensions.

Viet Nam urgently needs to build capacities and spread the
use of ICT for development through education. Both for
upgrading the ICT (Information and Communication Technology)
awareness and skills of the population of all ages and both
sexes, substantial support is required for developing
widespread ICT education and training using formal and
non-formal channels. As a UN specialized agency with mandate
in education, culture, science and technology, communication
and information, the UNESCO Hanoi Office supports the
government’s initiatives in these areas, with a special
focus on Education (e.g. Education for All,
e-teaching/e-learning, provision of ICT in schools and
Community Learning Centers, education management information
system) and Culture.

Duties and Responsibilities

The incumbent will work as a member of the Communication and
Information Team of UNESCO Hanoi Office. The main duties and
responsibilities of the incumbent are as follows:

a) Programming

- Participate in developing and implementing projects and
activities in the field of ICT, particularly in relation to
the a) Communication and Information, b) Education, and c)
Culture programming areas of the UNESCO Hanoi Office;

- Provide expertise support to projects with ICT components
within the other programming/focus areas of the Office
(Science – Gender – HIV/AIDS – Youth);

- Maintain co-operation and liaise with relevant UNESCO
Offices abroad, national counterparts (authorities,
institutions and experts) and the United Nations Country
Team in assessing needs, identifying, formulating, planning,
implementing, monitoring and evaluating project and
activities;

- Ensure quality production (and translation) of reports,
studies, documents and papers;

- Be responsible for technical and administrative tasks
related to the programming activities;

- Represent UNESCO in technical working groups and other
forums;

- Perform other tasks in the area of Communication and
Information as deemed appropriate by the Director.

The planned activities/projects for the time period
2004-2005 include following:

- Promoting ICT-enhanced learning both in formal and
non-formal education by drawing on latest ICT-based teacher
training and learning materials and experiences; supporting
development, testing, production and dissemination of
ICT-enhanced materials.

- Preserving information and audiovisual heritage by
assisting Vietnamese authorities in elaborating strategies
for the systematic digital collection and dissemination of
tangible and intangible cultural heritage contents (GIS and
database development).

- Supporting development of special ICT-literacy programmes
and materials for disadvantaged population taking into
account their conditions and needs, with a special focus on
culturally diverse and multilingual contents (character
encoding).

- Support to Viet Nam’s participation in the World Summit on
the Information Society (WSIS) 2003/2005, including
following activities: (NOTE: Will there be budget support
from Delhi? If not clear, delete the reference to seminar)
for dissemination and review of key policy issues; generate
and support research and studies on integrating
communication policies and strategies in Viet Nam.

- Support to build-up of database on and distribution of
ICT-training materials for media professionals.

b) External communication

- Promote the public awareness of the work of UNESCO in
general and its work in Viet Nam by actively seeking
opportunities to publicize the Organization and the Office
in the public domain;

- Serve as public relations officer vis-_-vis the public and
interested parties seeking to obtain information from
UNESCO;

- Further develop the UNESCO Hanoi Office website and ensure
the timeliness of the information available in cyberspace
and liaise with web managers of UNESCO and UN organizations

c) Internal

- Provide technical and substantial assistance to and
training in ICTs to the UNESCO Hanoi Office staff

Experience and Qualification

- University degree in field related to ICTs (or Education,
Culture, Information and Communication, if otherwise solid
knowledge of ICTs, with focus on applications rather than on
hardware)

- Minimum of three years of relevant work experience in one
or more of the following areas: ICT applications for
education, database management, GIS, character encoding,
public relations, mass media

- Knowledge about the national government structure, the
work of our in-line ministries (in particular, the Ministry
of Culture and Information and the Ministry of Education and
Training), and the work of international organizations/donor
community in Viet Nam is essential

- Advanced practical skills in ICT applications

- Fluency in Vietnamese (excellent writing and translation
skills)

- Experience as translator/interpreter highly desirable

- Fluency in English, both written and oral

- Excellent organizational, interpersonal and communication
skills

- Experience of working in an international environment an
advantage

- Previous volunteer experience is an asset

- Must possess personal sensitivity and commitment to the
values and principles of volunteerism

to.

United Nations Volunteers Conditions of Service for National
UNVs

National UNVs in Viet Nam receive a volunteer living
allowance (VLA), which is intended to cover accommodation
and basic living expenses. In Vietnam the VLA is USD $250
per month. UNVs also receive a resettlement allowance on
successful completion. Full medical and life insurance is
provided, and UNVs are entitled to 30 days annual leave.
