Could it be that volunteerism is less common in subcultures where the
incomes are still low despite the employment prospects being relatively
high (such as Linux developers in VietNam)?

I've seen a variety of GNU/Linux technical documents localized and there is
an on-going project localizing the KDE user interface and i've seen mention
of localizing Open Office in the VietLUG mailing list. But more often than
not, these projects and discussions seem to be interrupted by current
practical problems (usually technical).

The Unicode Technical Committee and the World Wide Web Consortium's (W3C)
Internationalization Working Group jointly issued a technical report Friday
which clarifies areas of conflict between the two standards.

The different approaches to adding relevance and functionality to documents
-- character encoding in Unicode and markup in XML (Extensible Markup
Language) -- were beginning to overlap in some areas, and the two
organizations have stated their keenness to iron out any areas of conflict.
