Linux Counter registration to be mandatory for Linux users

Re. the announcement below, note that VietNam may be the only bilingual
Linux-Counter country (even if done poorly so). Anyone want to help?

Also, for the first time, HoChiMinh City has surpassed HaNoi in the number
of registered Linux Users.
