Do you think there is actually much point in localizing anything other than
error and other systems messages in PHP & MySQL? Otherwise, wouldn't
localization just be done via string cross-references in a MySQL,
PostGreSQL or other database (for PHP as well)?

Good examples of as much would include these localizations of PHPNuke or
PostNuke, no?:
