To Do: Localization of PHP

Dear All,

PHP, the FLOSS server-side language which is often used for dynamic
webpages, needs also localization.

Actually, it seems, that it bases its country-specific functions a lot on
the OS.

Does anybody, e.g. in a LUG, have any experience and could write a HOWTO
for Vietnamese?
