To Do: Localization of mySQL

Dear All,

in order to use one of the most common FLOSS databases, mySQL, for
Vietnamese text, we would need a localized version, so that it properly can
sort and compare Vietnamese characters in UTF-8.

Once it is understood how to do it, it should not be too much work:
Basically a few tables.

Is there a University who would be willing to take it up?
Or a company?
Or a LUG?
