Sorry for the late reply. I had two meetings and some first-hand market
research I had to do this afternoon and evening.

Han The Thanh, author of the famous pdftex package and co-admin of the
"vinux" project (co-admin w/ "pclouds", co-author of the Viet Linux FAQ),
http://vinux.sourceforge.net/ and http://sourceforge.net/projects/vinux/,
is the primary technical consultant on the "Dai Hoc Su Pham TpHCM (DHSP)
LAN" project. A. Thanh has been in touch with Professor Nguyen Thai Son,
Dean of Mathematics, DHSP, re. the matters of these emails. (A. Thanh is
also cc'd on this mail.)

Prof Thai Son apparently already knows Dr Le Minh and can contact him
directly.

I emailed Dr Le Minh this morning, following o Loc's instructions. I have
not yet received any reply, but my understanding is that some key people
are travelling between HaNoi and TpHCM now...

At this point, the other respected peoples you recommended contacting
have all been duly informed and I'll likely simply step back now and
see how things evolve...
