HCMC OSS/FS Public Edu' IT Project Help Available?

There's a medium-large (VietNam-scale) FLOSS public educational IT project
being planned and priced in HCMC now. We've been helping out with it a bit.
All servers will be Linux & FLOSS apps, all workstations are to be
dual-boot Win-Linux.

We're just wondering:
* what government or non-government organzation (GO/NGO) support programmes
are available for such projects?
* would GO/NGO support be (re)arranged to promote relatively important
FLOSS projects in the public education sector in HCMC, in general, for
specific goals, or for increasing the share of FL0 systems elements in such
projects or expanding the scale of such projects?
* what are the procedure and protocols best used to maximize GO/NGO support
from that currently available?

To facilitate co-ordination regarding the introduction of OSS SW in Vietnam
