If this Committee cares about state administration: fine. I have however concerns, if it cares about "Commerce". I am using eCommerce since several years, and I don't need any state interference with regard to standards there. Any attempts to regulate are prone to failure and/or do more harm than good. What eCommerce needs are suitable standards and the requirement to specify the used standards in the transaction. Means: If I do an eDeal with somebody, and this deal involves Vietnamese data, then I would specify in my agreement, that the exchanged data are encoded according to standard X, similarly like the beginning of an HTML page e.g. states the used charset for the following data.
