Why?
I might want for example to develop an application to track vehicles with
the help of GPS and GSM. For that I don't need district or commune
boundaries, but reasonably good street maps. Country wide or city wide.

Or is this not GIS?

I have also a source for that. But everything is in TCVN/ABC :(
I did not try yet, whether it can handle Unicode ...
