For some of the things GIS can do, general outline maps that resolve district
or even commune boundaries are sufficient. I don't think there are real problems
with that. These data seem are available though you (and I) have in the past had
trouble getting them gratis. I have what appears to be an up-to-date map to district
level in an application supplied to one of our projects.

The technology I have seen (and I have not seen much of it so far) allows for
zooming into maps (for example using SVG) or outputting paps is a standard format.

I haven't really started exploring this myself - I have a job after all ;-) - but
I am toying with DIVA-GIS which is used for agricultural mapping. And I would like to
get a good tutorial on GRASS, which is a general OS GIS application, with lots of
modules.

pretty cool resources available.
