From http://www.koreapost.com/2003_02/it_04.htm The Ministry of Information and Communication (MOIC) reported Jan. 23 that it plans to enact a set of measures designed to foster the nation's open-source software sector throughout 2003. Open-source software programs are those provided with full program information attached, requiring no royalties, the ministry said. Relatively inexpensive and technically stable, the software has the potential to account for half the global software market by 2006, the ministry added. The new measures aim to create the environment for fair competition in the software industry, improve technology development projects, modernize personnel training programs, and develop open-source software standardization frameworks. The new focus on the software industry is part of the ministry's efforts to develop a new sector to lead the nation's economy. The software sector currently represents $4.8 billion in market value and 0.87 percent in global market share, the ministry said.
