Proposal online

I hope everybody had an enjoyable Tet holiday and is back to work again.... ;)

I am (a bit ;) sorry that I "spammed" this list over the holidays with lots
of mails. But I think those were interesting thoughts and helpful for us here.

Based on those discussions - and a few more on the other list, I compiled
in the last days a proposal. My purpose was to try to get some structure
into the whole issue, and to have a frame into which we could structure our
further activities.

Pls. have a look and feedback what you think about it. Especially if you
think it is usable as a rough "working plan" for us here. If so, we would
then need to set priorities, look on how to achieve those goals, who would
work on what, etc.
