In general, I prefer to localize eg. Mandrake (which is in fact done already) over an own Vietnamese one.
However, if the Vietnamese distro is done in "Debian style", i.e. as a community project, i.e. not by a single company, then there are some distinct advantages: I agree with both points. I recommend using Debian as the starting point, since Debian has already done the job of rejecting the non-free packages. Mandrake shows sympathy for the idea of rejecting non-free packages, but has not made a systematic and careful attempt to distinguish them.
